PSM Manager, Corporate HSE COE

This position is responsible for defining and managing process safety strategies, as well as developing, deploy, and enforce a process safety management system cross whole EcoCeres organization.
Frequent business travel is requested by this job.

Job location: Shanghai, Zhangjiagang, Hongkong.

Roles and Responsibility
1. In charge of developing the process safety culture and implementation from zone level to operational level
2. With close cooperation with functions and team, establish PSM strategy and requirement (standard, procedure and guideline, best practice) covering all elements (PSI, MOC, PSSR, PTW, MI and so on) cross all levels.
3. Provide PSM professional support in daily business, including but not limited to facilitating Process Hazard Analysis (Hazard and operability studies - HAZOP or other methodologies such as SIL, LOPA, FMEA) in operations and/or at design phases, verifying and guiding on gaps or recommendations, involving in the long-term budget planning and preparation regarding process safety strategy.
4. Build-up PSM audit program and team, implementing solid plan to identify the systematic and accidental errors for risk management.
5. Provides support and training to operations / engineering resources, implements process safety best practices.
6. Develop and Monitor PSM key Performance Indicators for the Company, conduct analysis for continual improvement.
7. Organize promotional PSM competitions and activities to enhance awareness of the Company.

The Person:
1. Degree holder in Chemical Engineering, Process Engineering
2. Clear process safety references in chemical industrial. 10 years or above experience as process safety engineer, 3 years or above experience as leader role to facilitate PSM activities in region.
3. Result driven. Strong skills and willingness to manage multiple tasks in parallelly.
4. Solid knowledge and acknowledge to understand risks for the processes and understand site activities & organization.
5. Experienced in integrating process safety processes in the HSE and operation management strategy.
6. CSE / CSP preferred. Good knowledge of OSHA, API standard and requirement.
7. Effective communication and interpersonal skills.
8. Must be able to communicate in fluent written and spoken English and Chinese. Cantonese is a "plus."
