Overview of responsibilities: building of the scientific research management system, oversee and implement technological introduction, technological research, and technological guidance.
Rules, procedure and system building
1. Establish, optimize and revise the management system, management process, deliverable specification and work template of the department and supervise their implementation.
2. Improve risk management system relevant to the department and integrate the preventive measures of risk areas into the rule and procedure in the department.
Technology and product introduction
1. Oversee and manage the introduction of technology or external scientific and technological cooperation, and participate in relevant industry or technical seminars;
2. Oversee and demonstrate the feasibility study of scientific research results transformation;
3. Oversee and implement major technology introduction, provide technology introduction decision-making suggestions, track and implement the progress of technology introduction, and participate in relevant reviews.
Technology introduction and research and development of proprietary product
1. Track the cutting-edge technology of the industry, carry out early-stage research on cutting-edge technology, put forward technology development suggestions, and formulate company R&D plans;
2. Formulate R&D technology roadmap according to the overall R&D planning requirements and the strategy of the company;
3. Take the lead in internal project approval and R&D, project approval evaluation and demonstration of new project research and development;
4. Final approval of internal scientific research and technological deliverables;
5. Management, communication and training of technological deliverables in frontier technology tracking and research.
6.Product strategy and policy management
Technical support
1. Involve in the technical exchanges and contract negotiations in the early stage of project implementation, involve in the preparation of technical bidding documents, and issue system architecture design plans according to the requirements of customers and bidding documents;
2. Identify and evaluate technical risks in the whole process of the project, provide technical suggestions and solutions;
3. Involve in the appraisal of completion of project acceptance and technical review;
4. Participate in in all conferences related to scientific research.
Daily management of the department
1. Staff team building of the department, and put forward suggestions on the deployment, training and evaluation of the department personnel;
2. Formulate and monitor the implementation of the work plan and budget of the department;
3. Supervise the fulfillment of the job objectives of the employees of the department and give timely guidance;
4. Coordinate the deployment of internal resources within the department, and coordinate the relationship between employees and departments;
5. Daily management of the department
Authority
1. Authority to review related rules and procedures of the technology TD department
2. Authority to approve technology R&D related work plans
3. Authority to suggest the internal deployment of subordinates
4. Authority to assess and evaluate the management, business and performance of subordinates
5. Authority to suggest on the training of subordinates and the authority to arbitrate on the work disputes of subordinates
6. Authority to approve the expenditures within the budget of the department; the authority to review the extra-budgetary expenditures of the department

1. Technical project leader, other relevant departments of the company
2. Air Traffic Management Bureau (ATMB), Civil Aviation Administration of China

Qualifications
Education: Master’s degree or above
Professional qualifications: Computer science and other related majors are preferred.
Work experience:
1. More than 8 years of experience in technical team management;
2. Experience in system engineering, software architecture, development, and integration;
3. Experience in technological training;
4. Experience in working with international and multi-cultural teams is preferred;
5. Experience and knowledge in the field of air traffic control is preferred;
6. Experience in delivery/installation of key systems for large-scale complex projects is preferred.
Knowledge/skills requirements:
1. Master's degree or above in engineering/computer science/aerospace/air traffic control (ATC) or other related majors;
2. Proficiency in C, C++, ADA;
3. Proficiency in UNIX/Linux operating system;
4. Excellent English skills;
Qualification certificate: Holders of project management certificate (PMP or Prince2) are preferred.
Special requirements: Comply with the relevant information security management policies and confidentiality rules.
