Job Purpose:
Support Project Manager to obtain all the permits of new ASU project and ensure the safe, healthy and environmental operation of Messer in Chuzhou region.


Responsibilities:
1、Support Project Manager to obtain all the permits of new ASU project, including, but not limited to, Feasibility Study; EIA; Safety Pre-assessment, Construction permit etc.
2、Ensure that the SHEQ (safety, health, environment-protection and Quality) of the operation company meet the Messer standards and the local mandatory regulations;
3、Identify gaps (from accident, incident and near miss, safety audit, inspection and customer complaint) of HSE system;
4、Continually improve the implementation by consolidating and optimizing the HSE system, supporting and supervising operation units to ensure HSE performance;
5、Take part in defining and updating group’s Health, Safety and Environment (HSE) procedures；
6、Develop and maintain Messer HSE system, follow up the implementation and validation;
7、Provide safety trainings refers to requirement and develops and maintain training package;
8、Make safety inspection to find unacceptable hazards and close them;
9、Introduce group HSE flash and organize safety meeting and other activities to promote a strong safety culture;
10、Take part in annual HSE audit and key customer audit. Audit critical contractors;
11、Investigate all accidents and safety incidents and attend cause analysis and deliver root cause analysis report;
12、Identify and analyze the risks of new project and new job to make sure the risk is acceptable;
13、Support operation department for HSE management, laws& regulations requirement, and risk management;
14、HSE database analysis and provide HSE report to management team;
15、Support the company to implement management system and pass the audit；( ISO9001&ISO14001&OHSAS18001&Safety Standardization System)
16、Support the company to get mandatory permits (Safety Production Permit& Transportable Pressure Vessel Filling Permit etc.)
17、Other tasks assigned by the supervisor.


Qualification:
• At Bachelor or above in safety engineering, chemical engineering related major.
• At least 8 years working experience as a safety expert/safety manager with foreign company, preferably experience in the gas industry or chemical/petrochemical plants.
• Fluent oral and written English.
• Working knowledge of MSOffice and Project.
• Strong interpersonal skills

• Integrity, can work under pressure
• Ability to interface with business/JVs, and to work independently with team-oriented spirit;
• Willing to travel frequently
