Purpose of the position

-    Be responsible
for the delivery of Ningbo Cluster SHEQ management strategy under RGC’s master
strategy including ASU sites, pipelines, HYCO, and ECOVAR sites.
-    Ensure
compliance with local regulations and company policies regarding Safety,
Health, Environment, and Quality in NB Cluster.
-    Oversee
the validities of all licenses in terms of safe production and project execution.

Principal responsibilities

-    Develop
local SHEQ policy under Linde Global/RGC policy and national regulation and, ensure
all SHEQ management and Operation activities comply with national regulation
and LINDE policy.
-    Ensure site
spot inspection, audit, and risk assessment program were properly implemented
and the follow-up actions completed, risks were properly managed.
-    Develop
and provide SHEQ-related training to front-line management/operatives including
contractors for competence improvement.
-    Be responsible
for safety awareness improvement with safety culture promotion, principles, and
golden rules.
-    Develop local
strategic plans, programs, and performance measures, as well as measurable
performance monitoring.
-    Ensure
all accidents, incidents, and potential hazards are reported in time and
provide support for the investigation of all accidents and incidents, with root
causes identified and appropriate corrective actions implemented.
-    Ensure
Linde standards and Directives implementation as priorities.
-    Closely
work with the peer team to support cross-function safety/compliance management and
to support business development.
-    Coordination
of Operation Units and other functions in NB Cluster and consolidate all the SHEQ-related
issues as a Monthly Report including the Safety Statistics.

Maintenance teams, Safety Peers within Cluster, and the Local Authorities

Required qualifications/experience
-    Degree in
Engineering, Safety or Chemical related major
-    Registered
Safety engineer
-    Minimum 5
years working experience in Chemical production and Safety Management.
