ACTIVITIES：
1. Work with HSEQ dept. to achieve annual safety and efficiency target, encourage suppliers to report near-miss and deviation. Accountable for eliminating any type of transport accident for Lube China’s goods delivered and take part in the analysis of transport accident if any and the actions deployed with the commingle HSEQ Manager.
2. Manage suppliers for PATROM implementation, follow annual roadmap to implement PATROM schedulable, make working plan for relevant training and ICT audit for suppliers, monitor suppliers’ performance closely.
3. Implement trip management and develop road risk assessments, educate and monitor all transporters to implement the Safe to Load inspection, vehicle vetting, on route monitoring via OBC etc. so as to monitor the performance of transporters/drivers and deploy the improvement action plan.
4. Arrange all delivery note to suppliers, monitor customer order delivery process to meet customer’s requirements and secure high order delivery on time. Be a coordinator for transportation and warehouse, take part in monthly stock- taking.
5. Answer any query from CS department and customers, handle complaints from customers.
6. Finish all related logistics report timely, assist to supervise 3rd party suppliers to implement standard operations.
7. In charge of checking and reimbursement for all transport expense, including bulk and road, railway, seaway.
8. Assist with leader to manage and maintain high service levels to customer at competent transportation cost through developing and supervising the whole logistics system and process under SLMS supporting.
9. Prepare and attend PATROM and logistics operation meeting, business reviews to review and improve PATROM and logistics operation performance with suppliers, attend toolbox meetings with drivers and transporters.
10. Assist to take charge of transport supplier assessment, optimize the transport network and work instruction.
11. Manage and improve the safety performance of transporters to upgrade the safety management level of transportation continuously in the difficult Chinese transport market.
12. Ensure the proper implementation of SOP in 3PL providers through auditing, monitoring and training regularly if necessary.
13. According to the changing functionality and business needs, provide training to subordinates and sub-contractors to be ensure logistics operation is in line with TLC procedures and instructions;
14. Assist transport manager to optimize and perfect the SLMS platform.

ACCOUNTABILITIES：
1. Responsible for all kinds of transportation activities from plant to central warehouses, then to regional warehouses, and further to customers to ensure the goods delivered to customer in smooth and safe manner.
2. Accountable for eliminating any type of transport accident for Lube China’s goods delivered and lead the analysis of transport accident if any and the actions deployed.
3. Act as an important cost saving contributor to optimize the transportation routes and process, balance the cost and the logistics service and to ensure the efficient and accurate goods delivery.
4. Manage and evaluate transporters’ commercial and safety performance to meet both customer’s expectation and Chinese safety requirement and PATOM rules.
5. Direct influence on customer centricity.

QUALIFICATIONS/EXPERIENCE REQUIRED：
1. Bachelor or Master Degree in Logistics;
2. At least 3 years working experience in transport management, preferred in international oil chemical companies industry.
3. Analytical thinking and sensibility to dissect and solve transportation problems, with meticulous attention to detail.
4. Good Communication skills, ability to lead by influence, convincing skills.
5. Persistent in innovation with a passion.
6. High business ethics.
7.Extensive knowledge of State and local laws about logistics and hazard chemicals/ dangerous goods management.
8.Good command of English in reading, writing and speaking, strong skills in ERP system and Ms Office (Excel; Access; PowerPoint;)
