职责描述：
To monitor the contractors’ planning, progress and quality of the civil and architectural works in compliance with the contract program and Employer Requirements.

Working across a national client base, some of your key responsibilities will include:
• Regularly observe the civil operations of the contractor to check progress and quality are in compliance with the current programs (including short term planning and Contract program).
• Monitor Supervision company reports, inspections and remedial actions in civil part.
• Support Colliers PjM’s commercial staff in managing change control and valuation of variations.
• Monitors with the Employer, Contractor and Supervision Co. the civil equipment and materials approval process to ensure compliance with the ER and program.
Task:
• Bidding-prepare the technical document and participate the employer interview, coordinate with function department to get new project.
• Implementation-take full responsibility for the civil part of project implementation including design, tendering, application for government approval, kick-off preparation, construction, completion and guarantee period.
• Design-support the function department to produce the design brief, review the design proposal from DI and join the design review meeting.
• Tendering-conduct the tendering including pre-qualification, document preparation, tendering issuance, on-site survey, opening, inquiry and answer, submission of assessment report to recommend the qualified contractor.
• Construction kick-off-arrange and monitor the preparation of temporary water, electricity, drainage, communication and road by contractor or employer.
• Construction-Manage and monitor the site activity for civil part among employer, supervision and contractor, as well as the project construction to achieve the project target in terms of high quality, on-time delivery, within budget and HSE compliance. Manage the change of work scope and the variation valuation.
• Completion inspection-coordinate the inspection and acceptance activity, identify and document the key lessons and achievements, conduct the document filing
• Based on Colliers PjM’s project management process, coordinate and deploy company resource in a cost-effective way to fully deliver the scope of Colliers PJM service and to get the employer satisfaction.
• Draft civil related project plan and project report, join project meeting, review and release the document issued to all related party after the confirmation from PM.


Qualifications

At least 3 years of relevant work in civil, structure engineering or construction and project management and 1st Degree of civil, structure engineering or construction management.
Has working knowledge of China HSE requirements and China construction code.

In addition to that you will bring:
• Certified first level civil constructor (preferred).
• Familiarity with government approvals process.
• Moderate in both written and spoken English.
• Understanding FIDIC conditions and project programme scheduling.
• IT literate and Autocad 2000 experienced.
• Moderate level of communication, problem solving and interpersonal skill.
• Understanding of Colliers PjM’s responsibilities on the project.
• Ability to understand commercial.
• Must be able to understand and apply Employer Requirements.
