JOB PURPOSE: To manage a facility focused primarily on the quality and facility maintenance. Typically manages a work group with a focus on the continuous improvement and providing campus general support primarily for Caterpillar (China) Machinery Components Co., Ltd (CCMC). Reporting to Director Operations.

JOB DUTIES: This position is responsible for managing overall product and process continuous improvement, and supervises maintenance activities for equipment, facilities, and infrastructure in the campus. and to provide direction to supervisors of these areas in a manner to ensure efficient operations. Manages in accordance with established objectives for efficiency, cost, safety, quality, quantity, timeliness, and human resources objectives.

For quality supervision, this incumbent will assume the facility’s products meet the Caterpillar Specifications. Communicate and promote the quality philosophy and provide guidance to various quality areas such as manufacturing, torque support, gage lab, conducts product evaluation on all new products, identifies problems. Recommends solutions to Product Group Engineering, Customer Service, Operations and Logistics Support to ensure annual product quality improvement and warranty cost reduction. Also this incumbent is accountable for conformity to global quality processes and reporting to management on CQMS process execution. The role is responsible for setting priorities, establishing review schedules for product and equipment quality control, and managing shop floor quality controllers. Develop, implement, and monitor quality plans to ensure that the products meet Caterpillar quality standard and ensure compliance to ISO9000 internal certification requirements, accomplished by conducting and reporting internal audits.

For continuous improvement, this incumbent provides supervision of LEAN deployment in the campus and provide project management coaching and support the business improvement and drive the operational excellence. Establishes policies, priorities, and procedures with counsel from ICS division administration. Motivates and trains subordinates along with directing the work force on various policy and operating issues. Communicates with various departments and personnels to review and update policies, and operational procedures.

For facility and maintenance, provides supervision of maintenance activities for equipment, facilities, and infrastructure in the campus. Evaluates the current workforce skillset, plans and implement the maintenance program, collaborates with business partners, and suppliers to meet business goals in accordance with the sustainable use of facilities and budget demands. Constructs an efficient facility maintenance team and guides training sessions to ensure quality performance. Evaluates the operation's effectiveness with current utilities and equipment; provides appropriate solutions to challenges and risks. Oversees inspections, repairs and updates of facilities and relevant operational activities; maintains order at the facility.

The position is challenged to quickly and correctly identify problems which may not be obvious. The incumbent solves problems by determining the best course of action, within departmental guidelines, from many existing solutions. The incumbent sets priorities and establishes a work plan in order to complete broadly defined assignments and achieve desired results. Impacts key quality goals including Customer Satisfaction, Continuous Improvement, Timeliness, Accuracy, Efficiency, Cost Savings, Process Quality, Part Quality, ISO 9000 Certification, etc. The position monitors and reports on key quality measures for the measure(s) stated.

BACKGROUND/EXPERIENCE: 1. Requires bachelor and above /or considerable company experience with solid Quality/Project management skills, plus Lean processes, and tools knowledge. 2. Should have a technical understanding of the manufacturing and quality management system. 3. In addition, above 8-10 years of progressively responsible job-related experience are typically required. 4. Needs good project management, motivational and problem-solving skills along with good human relations and communications skills.
