Main Purpose of the Job:

The health, safety and environmental representative has a direct contact with corporate HSE, supporting the corporate HSE coordinator by implementing all the HSE initiatives and complying with the legal requirements of the countries which is responsible for. This individual will support their local HSE officers in order to guarantee a suitable and efficient safety culture. The HSE Representative will report to General Manager, China and indirect report to Corporate/Region HSE.


Main Responsibilities:
• Develop an annual program with all HSE activities for the region in coordination with the corporate HSE.
• Lead the regional Safety Committee, ensure the appropriate performance of the safety committees in each facility of the country and support the local HSE officers.
• Guarantee the implementation of all the HSE initiatives, campaigns, trainings in the country.
• Deep knowledge of China legal requirements.
• Guarantee the compliance of legal requirements in each facility of the country..
• Develop a suitable and efficient HSE annual training plan for country.
• Perform regular safety walk talk and make an action plan with the observed findings in order to mitigate the risks.
• Evaluate, coordinate and perform risk analysis when necessary, in order to ensure that all risks are identified in each facility.
• Perform safety instructions, procedures or guidelines according with the specific risks of the Facility and train them.
• Report accidents and perform Investigations (cause root analysis) with the local HSE officer for each accident or near miss with potential risk, assign corrective and preventive actions and follow up until the mitigation of the risk.
• Coordinate and follow up all the open findings from the Safety Committee, Internal Audits, customer Audits, accidents and near misses in the country.
• Promote the safety culture in the country according to the corporate standards and guidelines.
• Guarantee the competence of our external companies and/or suppliers, having a record of the suppliers, trainings and follow up the project.
• Evaluate the future projects of the country (internal and external) and determine safety measures in order to avoid accidents.
• Lead the Regional Crises Management system and perform drills.
• Develop HSE key Performance indicators and roll out actions needed.
• Lead and coordinate the customer audits (smeta, sedex, ursa, ecovadis, SGP,CSR), create an action plan and ensure compliance.
• Guarantee, together with local HSE officer, the implementation and compliance of ISO 14001, OSHAS 18001 and the upcoming international standards.


Education/Experience:
• Minimum 8 years working experience in a HSE position. Experience in regional position is preferred.

• Fluent in English and Chinese is must
• Knowledge of standards OSHAS 18000 and ISO 14000
• Deep knowledge of the legal requirements of the region
• Management skills and Team work oriented
• Multi-task oriented with above average organizational skills.
• Excellent skills in Microsoft Office Suite
