INDUCTION/TRAINING
? Facilitate /Coordinate HSE induction training for personnel onboard rig including Husky contracts/subcontractors.
? Provide HSE related training for Husky contractors/ subcontractors when required.
? Communicate HSE message/alerts with Husky contracts/subcontractors.
? Assist and take part in any safety drills on the worksites.
MEETINGS AND INSPECTIONS
? Conduct daily HSE walkthrough/ inspection of drilling activities. Report or discuss the unsafe behaviors or conditions with the party involved, track the corrective actions to be taken.
? Perform weekly safety walkthrough with Husky drilling management.
? Attend contractors/subcontractors' safety meeting, risk assessment/JSA and toolbox meeting where appropriate.
? Conduct/participate HSE audits of drilling activities.
? Organize & prepare the presentation for weekly safety meeting.
? Attend the phone call meeting with Husky HSE Manager and raise any HSE concerns.
SUPERVISION/ADVICE
? Supervise Husky contractor's activities to ensure all relevant HSE plans and procedures are implemented.
? Closely supervise and inspect the safety control measures to be taken for high-risk operation on worksites.
? Provide professional HSE support for drilling activities onboard the Rig and coordinate/address the safety concerns that are raised.
? Foster a sound safety culture among the work groups and fulfill other duties that assigned by Husky management.
? Assist Husky Representative monitoring any Environmental related issues (i.e. Antipollution Monthly submission, Oil Spill Response, Hazardous Waste Handling).
PTW
? Coordinate the implementation and audit of the Permit to Work process for drilling activities.
? Coordinate implementation and ensure safety measures are in place prior commencement of safe systems of work for the drilling Scope, including:
- electrical isolation/LOTO.
- work overboard.
- basket transfer;
- work at height.
- hot work.
- radiograph operation;
- hydro-test.
- leak test; and
- heavy lifting operation, etc.
? Assist the Husky Site Representative in monitoring responsibilities as PTW Issuing Authority.
INTERFACES/COORDINATION
? Coordinate the interface between Husky Representative and Contractor(s) for all HSE issues.
? Assist Husky site Representative for coordination of Emergency Response activities (MEDEVAC, drill, etc.).
? Implement HSE related campaigns / instructions as requested from Husky HSE Manager.
REPORTING
? Report daily HSE summary and 24 hour look ahead to the Husky Rep onboard and the Husky HSE Manager.
? Preparation of HSE departmental reports, statistics and workshops as required.
? Register and facilitate HSE findings and track all related actions to closure.
? Implement and drive the STOP card system for the Husky drilling and track all items to closure.
? Report and investigate incident/near miss to Husky Site Representative and Husky HSE Manager.
? Deliver drilling HSE deliverables as allocated/assigned.
? Monitor and report any major un-safety activity on rig.
Certifications – Academic (ie. specific educational and/or training programs, degrees, diplomas, certifications, etc.)
-University degree in Health, Safety and Environmental or petrochemical engineering
-CET 6
Certifications – Professional; Regulatory; Safety; Specific Training (ie. specific professional designations such as P.Eng., Journeyman, CMA, CHRP, etc.)
? NEBOSH General Certificate in Occupational HSE
? Root cause incident investigation
? Hold valid safety certificate (安资证）
? Hold valid Offshore Survival certificate
? Registered Lead HSE Auditor
? Hold H2S training certificate
? Well control certificate
Experience – Role-specific (ie. knowledge & experience gained by working in a specific role. Include years required in the role)
? Minimum of 10 years direct experience in an O&G upstream or downstream industry HSE role, experience to work on the rig/drilling platform is preferred.
? Demonstrable knowledge and familiarity of best practice techniques designed to deliver HSE excellence
? Confined Space/Vessel Entry Supervisor Course
? Rigging and Slinging
